[Berg] External download URLs 1.0.1 Alpha 13

This addon gives you the ability to add more than one external download url to xfrm!
When adding links you can use Drag-and-drop

What has been implemented?

• Limit the use of external URLs at the group level. You can regulate which group can use how many external URLs.
• Outputs multiple external URLs via a modal window. Same principle as with files.
• When adding external URLs, added ability to specify Title and Description to each URL.
• When adding external URLs, if you don't fill in the Title and Description, the URL title will default to the sequence number. The text is crammed in phrases.
• The title is attached to the URL title. Title and Description are filled in as desired.
• Fool-proofing is taken into account, if no URL is added and the Title or Description is filled in, this field will be removed when saving.
• Saving external URLs in draft.

Permission to set in each needed usergroup:
Resource permissions -> Max count download URLs
