Features:

• Error message is displayed if trying to report on a post which has already been reported.
• When the report is either resoled or rejected, the notice is removed.
• Option for staff to remove the report notice notice while viewing the post.
• All phrases start with reportpostnotice_ for your convenience.

Database changes:
This add-on add a field to the xf_post table.
